Champion to Back Out of Forest Service Deal

Libby - "Champion International Corp. may return about 95 million board feet of Forest Service timber it is under contract to cut near Libby, according to Jim Simpson, logging and procurement manager for Champion in Libby. "And the firm has no plans to seek future contracts with the Forest Service, he added. "Ernie Corrick, vice president for the corporation's Rocky Mountain operations, said Champion has for several years followed a policy of not buying long-range timber contracts from the Forest Service.

"For the time being, until we clean up the sales we have, we intend to not buy any more long-range timber sales," Corrick said. The company buys logs from other sources, he added. "After it was left holding high-priced federal timber contractors when the lumber market topped in 1979 Champion decided to buy its future log supplies from independent loggers, who in turn often buy timber from the Forest Service.

"One reason for the policy, Simpson said, is because the rigid enforcement of regulations attached to the sales makes "the cost of doing business with the Forest Service to high." (GG Note: A lie)

"He noted that the Forest Service seems to exercise more flexibility in dealing with small timber buyers and Champion has already announced plans to expand the volume of timber purchased from these loggers in the Libby area.

"Champion hopes to divest of contracts totaling about 80 percent of its national forest stumpage in its Libby operation. Simpson said the corporation would lose money if it were forced to harvest it.

"The timber - all of which was bought before 1982 - is unprofitable, according to Simpson. He cited continued low product prices and overzealous bidding by those who purchased the timber.

"During the 1970s, he said, prices evened out when "boom years wiped out the losses of bad years." However, during the last recession, prices went down and have stayed down. . The timber contracts can be turned back under authority of the federal Timber Contract Payment Modification Act, according to Jane Mellem, supervisory resource specialist for the Kootenai National Forest. That bill was passed in October 1984 "to preserve small communities dependent on a single economic sector" and to "lessen the impact of unemployment," according to phrasing in the legislation.

"Implementation of the bill is still being hammered out in Washington, Mellem said, but the bill places a ceiling of 200 million board feet on the buy-outs allowed each corporation though not all timber purchased from the Forest Service may qualify.

"The timber must have been purchased before 1982, she said, or sales in progress must be completed to a convenient point before qualifying for the buy-outs. Mellern hopes that the rules on the bill's implementation will be finalized in the next few months.
"The bill also restricts each corporation's buy-outs to 55 percent of it's pre-1982 holdings and provides for a buy-out charge on each sale ranging from $ 10 per 1,000 board feet to 30 percent of the contract is "over-bid" depending on the size and conditions of each contract. "According to Simpson, Champion hopes to be treated as two separate corporations under the legislation since all the timber sales were purchased prior to last years merger with St. Regis.

"If that occurs, Simpson said, Champion will receive two buy-out options and the corporation will exercise one option on Champion's Libby operations while using the other on the Company's Libby West Coast holdings, Champion will retain the remainder of it's Forest Service timber in Montana, he said."

(It is against Federal Law to export National Forest Timber, yet much of these virgin forests find their way upon freighters to Japan and China and the Forest Service knows it, as explained to me by an anonymous Forest Service employee who says: "I'm sick of the corrupt practices, used daily by all the upper power structure that sits in every U.S. Forest Service office. Needless to say, this article supports everything we've been trying to warn the Public about.

The fact of the matter is, if left alone and protected under the better Wilderness program, there will be no need for:

1) Degraded watersheds.
2) To worry about what "best" means to the Forest Service.

In ARKANSAS, I flew over the last vistas of natural hard wood tree forests remaining in the ENTIRE State. Long, narrow bands that showed havoc reeked by the Forest Service.

To imagine that 98% of all National Forests remaining here will be roaded for timber harvest" paralysis the mind!

Already our National Forests are in need of massive repair from already historically irresponsible Forest Service timbering/road gouging practices with no repair options in sight.

How much of our land that is usable winter wildlife grazing habitat will be protected against cattle? The answer is . . . NONE!

WHO says our forests are nothing more than something to be disposed of at the pleasure of Agriculture? America voters didn't.

The Forest Service is supposed to protect our forests, not be a timbering business. The Forest Service is supposed to be subservient to the American People and not the Department of Agriculture.

I don't believe in the Multi-Use concept, because I know it's terribly perverted in favor of special interests.

The original plan for the Forest Service was to hold forests in trust for all America for all time. It was to guard it jealously. Part and parcel of that concept was the belief the forests would be cut, very selectively and that WAS also okay also. [but not anymore] The first forester Pinchot and a German gentleman came out of the European schools of forestry, in which the word was frugality and utility. But now the ball game has changed. And this is how.

Multiple-Use is genius in simplicity. Under frugality and utility, it broke out of disciplines and in now nothing more than a huge vacuum cleaner sucking up everything it gets near. The facts show, in the twentieth century that multiple-use is a killer. It is a free, legal license that means, "Multiple Manipulation." There is no such thing as something for everybody and bureaucrats use this tact with more fervor with no morals or consciousness of the results than any entity in government. Multiple-use goes against the laws of all sciences and nature. To wit: Energy cannot be created nor can it be destroyed. Government with Multiple-use twists this around. It really means: "All of us can destroy and use energy, but none of us need to create or replace it." Not one wilderness forest in the entire world has ever been replaced by any government in the entire world. Rotation forestry is a fallacy, not a fact. It doesn't exist. Never has.

The Forest Service has millions of acres to repair. We have thousands of miles of roads that need to be removed and mountain sides that need returning to the original condition, for which the Forest Service IS responsible for, but have not been responsible for repairing.

The goal of society was in the early part of this century to literally "move a mountain." Nothing fired the imagination of machinery manufacturers more than this. Now we not only can move mountains, we can blow it from the earth. Where are the talents that "Replace or repair a Mountain?"

Losing or defacing even ONE Mountain is the most degenerate thing any man could support. I say degenerates work for our Forest Service. Only God can hate them more than I for what they do and God does nothing about it.

Protection

Beetles support many forms of bird life. There is NOT a problem with mountain pine beetles as long as there aren't any desires to take our timber and wood away from wildlife. How can FOOD be a problem for wildlife? The pine beetle has been around a long time. It is one of the supporting factors for large amounts of bird species, but after the Forest Service was created, they said, "A-ha! Now here is something that we can use to justify ourselves in the eyes of the Department of Agriculture to haul away more trees".

Millions of birds are exterminated when forests are eliminated. Woodpecker numbers drop and disappear when dead trees and forest stands are eliminated. Wildlife pays a vicious price with each truckload of logs that run daily to the mills.

Commercially grown imported Canadian timber for pulp and lumber needs could buy us the time necessary to establish our lost forests is a viable consideration.

Most valleys set in gravel, Glacier Mountain bowls that are affected by air inversions year around. Smoke, from slash fires, hospitalizes MY wife and others for treatment because of Forest Service policies.

Public health is a real issue and problem here. The earth cannot tolerate any more slash and timber burning programs. Timbering on public lands should have been stopped long ago.

When Idaho burns its wheat stubble to the west, the smoke blows across the entire Selway Wilderness and settles into the Bitterroot and Salmon River valleys. Local citizens go around with watery eyes and running noses. Many people end up in hospitals and die each year. Many Humans cannot breath properly. Breathing is a life supporting process requiring PURE AIR, for health and longevity. Forest Service practices do not contribute to CLEAN AIR. Clear cutting, and poison uses by the Forest Service kill people and destroy their lungs.

Collectively, to the west, millions of acres are incinerated all at once, each spring. As a pilot, flying solid instruments through nothing but fire smoke, proves how serious these acts are to our planet's air quality.

Where is society about this public health issue? How many citizens have to die from breathing sicknesses over archaic farming practices?

Poisons today, remain uncheck and supervision, for want of a better explanation by responsible agencies, are totally incompetent. The public welfare is a second-class citizen.

All Forest Service Draft Environmental Impact Statements say they will maintain air and water quality standards. Everyone believes this except the hospitalized. The "fox" never tells the farmer how and when he is going to rob his chicken-coop.

SHOCKING DISCOVERY ON 17 MAY 85:

In my mind, it's still May 17, 1985 because this day I had to fly to Boise, Montana to pick up a new Hartzell Propeller for my Comanche 250. The route that took us there missed the WILDERNESS AREA going to the Boise Airport. However, the return route took us directly over what was ONCE THE BLUE JOINT WILDERNESS AREA.

What I discovered was devastation and horror.

This is but a small picture of an entire forest that has been taken away. The destruction is as far as the eye can see and involves nearly a hundred moutains. No trees have grown in over 20 years and there will be no trees growing here 100 years from now or 400 years from now. The natural mix of a great and wonderful forest have been taken away for jobs. This is a poor excuse for destroying a National Forest. There will be no jobs here for the next 20,000 years or longer. The top soil is gone. There is not enough for trees to stand upright on. The sun burns off the snow pack instantly during the spring because the forest canopy is gone.

If anyone thinks talking about WILDERNESS and the involvement of the Forest Service with it can be discussed without becoming emotionally involved taxes self-control of even a priest. BLUE JOINT proves the Forest Service is a real enemy of WILDERNESS and the American People. Their "Sickle Type" Clear-Cutting lacks outdoor morality! The Department of Agriculture are traitors to the American Way of Life and America's Forest situation.

Too many American's sons have fought and died for this country to allow Forest Service to do again what they are doing in the Blue Joint and Salmon Wilderness Forests. It's not wilderness anymore. The Department of Agriculture and Forest Service must be bluntly reminded, in no uncertain terms that they work primarily the American People and not for special interests!

Saturday the 18th of May 1985 the local Hamilton, Montana Trout Unlimited Annual Banquet was held. I donated over $300.00 dollars in merchandise to the evening auction and the funds will be used to fight the spooky Forest Service Alternatives propaganda against America's Wilderness Forests.

The following talk was given.

"Ladies and Gentlemen. Yesterday, I had to fly to Boise, Montana and we flew directly above the Blue Joint Wilderness Forest," "I discovered, total destruction and insulting alterations as far as my eyes could see. No atomic bomb could work more devastation or destruction."

"This box represents not a lot of money. For an individual, it does. The point is this box is a vote, representing all Americans. How much it brings is a vote for removing the Department of Agriculture from the timber selling business. This box represents A DECLARATION OF WAR against the Forest Service and every politician that allows such irresponsibility to happen."

"We here, must realize, there are no compromises regarding selfish alternatives offered by the Forest Service that are NOT designed to serve better alternatives to Outdoor Recreation and the big business it truly creates in terms of America's better interests. All of them must be defeated. Only Wilderness can support it and protect it. Non-timbering assure, what 320,000,000 American citizens have left to share, together." Not much remains.

"All of us in this Bitterroot Valley must understand we are not the sole directors of these forests. These remaining forests belong to ALL Americans. I see here special groups that would realize great profits with a national forest gutting program. However, it's not WE, or THEY that control these areas. Under Forest Service hopeful Alternatives, they would. Wilderness status protects against corporate greed."

"There is no single industry that is above these National Treasures. There is NOTHING U.S. about this Forest Service. They don't deserve the title. Not after Blue Joint and now the Bitterroot Forests."

The Forest Service would like all of us to believe that logging is the primary source of income in all active areas they are in. OUTDOOR RECREATION is the number one industry and source of income for the every state in the United States. Once Senators, Governors and Local Officials understand this, can the best interests of our Nation be served.

What clear cutting throughout Americas Forests proves - is how timbering vicious the Forest Service is and how unorganized the public is.

It is THE CHILDREN who MUST be guaranteed a place with Wilderness. Wilderness, is NOT a renewable resource. You spend it but once. It is basically all spent today.

Wilderness is the cloister and the shield of all that is sane and all that is right for us to ponder. The Forest Service has illegally allowed road constructions into qualifying wilderness inventories before Congress has had an opportunity to protect them. Will those roads be removed and the terrain returned to its original condition under Wilderness Status? The answer is NO. Will the U.S. Forest service return what it has politically stolen from America's wilderness inventory with "illegal roads?" Again, the answer is NO. How do you stop these people?"

It's best we take the Forest Service and the Department of Agriculture before a Congressional Investigative Committee and freeze all Forest Service timber sales so America can best protect itself before any more damage or timbering crimes can be done.

MATHEMATICAL ODDS: THE GREATEST TRUTH IN THE UNIVERSE:

Mathematics is the only true science in the universe, because it was discovered by man not invented by him.

When the Reagan Administration cut the forest fire-fighting budget, it's my opinion the Forest Service declared war on the administration, and for the following reasons.

For years, the average number of forest fires in the area was thirteen fires (13). Suddenly, this year, the total number of fires jumped to 135 fires! Then, a Missoula based Forest Service employee set a fire just east of Missoula and was caught! That issue still isn't settled, but as time goes by, it seems he will still get out of it as the public memory wanes.

However, curious of the dramatic increase, I started flying in the months of August and September, reconnaissance flights which totaled nearly seventy-five hours in which I mixed business with investigation. I caught three Forest Service trucks parked in remote areas with the drivers setting more forest fires! This proves to me, that if I caught three Forest Service trucks and drivers setting fires where no others were around so they could be regarded as "back fires" to other fires, then my belief in mathematical odds would be true. With the Forest Service person that was caught, this is a total of four KNOWN man made arson forest fires that helped increase yearly number from 13 fires each year, to over 135 fires!

This is corruption and crimes on the highest level. Naturally, with the increased pressure due to forest fires in the area, the Reagan Administration will be forced to weaken it's stand on budgeted funds in 1986 unless they get this report that exposes what really happened regarding the sudden increase in numbers of fires.

Needless to say, normally forest fires ARE set by lightening, not man. Smoky the Bear is a joke in many ways, yet useful if presented honestly. However, this political bear is asked to put the blame where it doesn't belong. However, in 1985, his finger should be pointing at the Forest Service.

Draft Environmental Impact Statements admits they have inadequate information and this is immediate ground for preservation. The veneer of soil on these steep mountain slopes is so thin that to remove any of the lodge pole pine or forests in all of the areas is like removing a scab from a massive wound. It bleeds the soil of life from this planet away to the seas.

When the loggers drag up the logs to the massive, crudely cut roads to the waiting trucks, they scar huge, wide, ruts into the mountainside. It rains, and away washes the only topsoil in the entire area. On steep slopes it will take over 20,000 years to produce ONE INCH of lost topsoil in the mountains.
